Write mutiro.d.ts and a tsconfig.json at the config root
Write the type declarations for owner-authored code at the config root: the prelude's globals (ValidationError, Handoff, console), the "mutiro" and "mutiro/test" modules, the shapes of a tool's run, the three hooks and a page handler, and the Tools interface.
Nothing in the runtime reads these files; they are for the editor and for tsc, which "dev check" runs when it is on the path.
The file is stamped with the CLI version; "dev check" and "dev test" rewrite it after a CLI upgrade, so keep it out of version control.
A tsconfig.json is written when none exists.
The Tools interface names what the code may call.
On its own it types the extensions defined in the config root (their argument shapes come from inputSchema) and leaves other names open.
With --agent it fetches the hosted agent's tool surface and closes the interface: every enabled tool is listed with its description, extensions with their arguments, and a name the agent does not have is a type error.
--agent-dir does the same from a self-hosted agent's directory.
